1 to build 5 WTC, we propose using existing office space in the vicinity as affordable housing. In One WTC alone, there currently is over 250,000 sq. ft. of space for rent.2 At apartments ranging from 400 to 1,000 sq. ft., we estimate that there could  be two to five times as many affordable apartments as those offered by 5  WTC - using the funds meant to construct 5 WTC.

The footprint that would have been for 5 WTC is instead proposed as a public park and an affordable daycare, to serve the new residents of the neighborhood.
